The Community
Incorporated in 1899 with an initial estimated population of 351, today the Village of Glenview covers 13.83 square miles and has a population of approximately 47,415 residents. Located on the North Shore in Cook County, the Village has many exceptional amenities including great public services, excellent schools, many parks, playgrounds, and open space covering more than 700 acres, numerous options for shopping, dining and entertainment and access to public transportation options. These amenities have made Glenview a vibrant and thriving community, one of Chicago’s premier suburbs.

Located between the Tri-State Tollway and the Edens Expressway the Village extends from Willow Road on the north to Golf Road on the South, the Chicago and Northwestern Railroad on the east and to the western edge of the Cook County Forest Preserve along River Road (Route 45). The Village is located 22 miles northwest of the City of Chicago’s downtown and 12 miles from O’Hare International Airport.

Glenview is a family-oriented community that values education and is welcoming to all. It also serves as the home to Abt Electronics, Astellas Pharma US, ITW, Anixter and other thriving businesses. Beginning in the late 1990s, the Village took on a major challenge when it redeveloped the former Glenview Naval Air Station, closed by the Pentagon in 1995. This site, known as The Glen, is now a 1,121-acre mixed-use district of residential, retail, office, light industrial, and sport and entertainment uses.

The Village Organization
The Village of Glenview is known for its strong culture of innovation, its sound fiscal condition, and its high commitment to providing quality municipal services to residents and businesses. The Village exists to provide the highest level of customer service possible for the people of Glenview and the organizational culture centers on three leadership pillars: Trust, Think, Serve.

Glenview is structured as a council-manager form of government and is a home-rule city operating under the 1970 Constitution and statutes of the State of Illinois. The Village President and six Trustees are elected at-large. Trustees are elected to overlapping four-year terms and there are no term limits. Village elections are held every two years in April. The Village Board appoints members of various Village Commissions responsible for overseeing and regulating different aspects of the Village. The Board of Trustees meets twice monthly to determine policy initiatives.

Position Description:
The Community Engagement Manager is a new position within the Village with an exciting opportunity to transform the way in which the Village connects with residents and help make Glenview a leader in public sector communications, marketing and engagement. Under the direction of the Department Director, the Community Engagement Manager is responsible for implementing the Village’s Community Engagement Strategic Plan (see below) and the development of key messages, press releases, proactive and reactive media relations, social media content and engagement strategies, website content, print communications and Glenview TV, as well as assisting the departments with the development and implementation of communication strategies and rapid-response, crisis and emergency communications. The Community Engagement Manager is responsible for the day-to-day management and direction of the staff of Glenview TV and with select consultants and vendors.

The Community Engagement Manager will work independently with a high level of decision making discretion, and is responsible for cultivating a culture of information sharing by educating residents and staff about the Village’s role and proactively informing them of accurate and timely information regarding Village services, pending development reviews, special projects and initiatives, topical issues, potential hazards and emergencies, community events, and other priority subjects or information.

The Community Engagement Manager is the point of contact for the media and directs and manages a variety of internal and external communication platforms to disseminate clear and concise information to Village employees and the public, while supporting the community engagement goals of the Village.

This position is typically required to work during the hours Village Hall is open and may be required to attend Village Board or Village Commission meetings, workshops and special events outside of Village operating hours.

Community Engagement Strategic Plan
In 2020, Village leadership took the initiative to develop a comprehensive Community Engagement Strategic Plan for the Village of Glenview. The Village aims to foster an engaged community by educating residents about the Village’s role and proactively informing them of accurate and timely information regarding Village services, pending development reviews, special projects and initiatives, topical issues, potential hazards and emergencies, community events and other priority subjects. Village leadership recognizes the importance of open, two-way communication with the community and is committed to inviting continual feedback on how to better serve the public through transparency, financial responsibility and innovation.

The goals of the strategic plan include become a leader in community engagement, empower local businesses to thrive, make people’s lives better, enhance civic pride and promotion of all things Glenview.

Required Education and Experience

Graduation from an accredited college or university with a bachelor’s degree or equivalent is required, plus 10 years of experience in communications, public relations, journalism or a similar field.

The successful candidate will have a demonstrated record of impeccable writing, editing and public speaking skills, as well as a strong knowledge of digital and social media strategies and methods of municipal communications, and public relations. The position requires capacity to work collaboratively, build strong cross-departmental relationships and anticipate the information needs of key audiences. Advanced skills and knowledge in digital design programs (e.g. InDesign) and social media platforms is required.

The successful candidate will have supervisory experience, including directing and monitoring work performance of a division, establishing organizational goals and realigning work and staffing assignments for the department.

SALARY:
Starting salary is +/- $125,000 DOQ with excellent fringe benefits including health insurance and Illinois Municipal Retirement Fund (IMRF) pension. Selected candidate will be subject to a pre-employment background investigation including but not limited to: criminal background check, current and previous employment verification, and reference check.
