This position is responsible for administering the financial and accounting activities of the city.

Essential duties and responsibilities may include, but are not limited to, the following:
-Manages and maintains the general ledger, accounting and financial records by internal auditing procedures; ensures appropriate and sufficient documentation to substantiate financial statement presentations.
-Assists in procedures for annual closing of financial records and preparation of city’s Comprehensive Annual Financial Report (CAFR); Single Audit, reviews pre-closed accounts and makes necessary journal entries to reconcile, to book receivables and payables, and to close for fiscal year end; serves as City liaison to independent auditor.
-Assists in city’s annual operating budget process; attends and participates in budget planning sessions with City Council; reviews and inputs budget figures; prepares proposed and final budget documents.
-Prepares and/or reviews recurring and other necessary journal entries, oversees general ledger postings for miscellaneous, standard, and recurring entries; reconciles accounts and subsidiary ledgers and takes necessary action to correct errors; completes process to close books monthly.
-Monitors eligible grant expenditures and preparation of required reports and reimbursement requests; prepares annual Single Audit for inclusion in CAFR.
-Schedules and assigns duties to department staff; assists and prioritizes assigned work to achieve goals and deadlines with support of staff; assures that assigned areas of responsibility are accomplished accurately and within budgetary constraints.
-Supervises Finance department in absence or as directed by Finance Director; assists Finance Director in various activities and special projects as needed; assists Finance Director with managing bond debt, lease purchase obligations, risk management, insurance policies, and claims resolutions as needed.
-Oversees/audits assigned subledger operations ensuring proper billing and collection controls are being adhered to.
-Performs other duties as assigned.
