Public Works Director

The Director of Public Works is an “At-Will” employee. Under the administrative
direction of the City Manager, performs administrative and some professional engineering
work in directing activities of the Public Works Department. The Director of Public Works
is responsible for planning, organizing, staffing and directing the activities of several
divisions or functions comprising utilities, buildings, and facilities, streets, and water and
sewer treatment plant. Director administers the personnel program including selection,
assessing evaluation of performance and discipline of employees.

duties and responsibilities may include, but are not limited to, the following:

Essential Duties and Responsibilities
Plans, organizes, schedules, directs and supervises public works activities;
Confers with and advises divisions on problems related to the design,
construction, operation and maintenance of streets, sewers, water mains,
treatment plants;
Oversees progress of projects underway to assure completion in accordance with
plans and cost;
Prepares bid documents and purchase requests and recommends award;
Coordinates, plans, supervises and reviews the activities of subordinates engaged
in carrying out the several public works programs, including capital improvements;
Researches and reviews plans, technical engineering reports, budget estimates
and proposed ordinances and regulations submitted by subordinates;
May participate in the design of sanitary sewer systems, street improvement
districts, storm sewer systems and other municipal public works projects;
Recommends actions to the City Manager and keeps the Manager informed;
Prepares, submits and administers annual budget for Public Works Department;
Meets with the public, city, state and federal officials and special groups regarding
public works programs;
Meets with community organizations and groups;
Works with Community Development Director to coordinate project design and
implementation from start to finish;
Performs other duties as assigned.

Minimum Qualifications
Education and Experience
Any combination of experience and training equivalent to a Bachelor Degree in a Public Works related field. Must have a minimum of four years of responsible
professional experience in public works, including two years in a supervisory or
administrative capacity. Must have valid driver’s license. Registration as a Professional
Engineering experience preferable

Knowledge, Skills and Abilities
Communication – Ability to communicate effectively in oral and written form.
Customer Service - Ability to establish and maintain effective working relationships
with supervisor, employees, staff, public officials, representatives of other agencies,
and the public in a courteous manner. Ability to establish and maintain harmonious
public relations.
Technical Understanding – Extensive knowledge of modern principles and practices
of public works administration as applied to the design, construction and maintenance
of streets, water, sewers and related public works facilities and services. Working
knowledge of computers and their operation. Ability to establish and attain applicable
goals and objectives in compliance with city, state and federal requirements. Ability
to plan, organize, schedule and assign work to subordinates. Ability to prepare
accurate and concise reports.
Financial – Ability to prepare appropriate budget estimates, and to administer and
adopt budget.
Law and Government – Ability to establish and attain applicable goals and objectives
in compliance with city, state and federal requirements.
Leadership – Ability to plan, organize, schedule and assign work to subordinates.
Ability to prepare accurate and concise reports.
Confidentiality – Ability to maintain confidentiality as required by law.

Job Profile
Work Environment
Director of Public Works will work both in outside environmental conditions, and also in
an office setting as necessary to fulfill the job requirements.

Physical Requirements
The essential functions require sustained periods of sitting and standing. The job requires
the ability to stand, walk, sit, ride, climb, bend, kneel, crawl, twist, reach, grasp, push, pull
and perform similar body movements, with the necessity to carry and lift objects weighing
up to fifty (50) pounds. Hand/eye/foot coordination adequate to operate light and medium
equipment, tools and a vehicle. Ability to talk and hear in person and by telephone and a
two-way radio, ability to hear malfunctions of equipment. Ability to see and read
instructions, hazardous warnings, manuals, regulations and figures on a computer
screen. Ability to see and read instructions, data compilations, plans, codes, operational
guides and gages on a vehicle
