With an award-winning downtown, vast stretches of pristine hillside open space, and a burgeoning science / technology ecosystem, the City of Monrovia is one of the most desirable communities in Los Angeles County. This vibrant and exciting locale is home to nearly 40,000 active and engaged residents, and City staff are supported by a dynamic, cohesive, and forward-thinking City Council that is singularly focused on making Monrovia the most premier place that it can be. Operating with a staff of around 300 FTE, Monrovia is one of the few completely full-service cities in the San Gabriel Valley. Operating its own police, fire, library, and water utility system, overall City functions are organized into seven departments, including Police, Fire, Administrative Services, Community Development, Community Services, Public Works, and the City Manager’s Office (which is home to the human resources, economic development, and city clerk operations). As a fiscally stable organization, Monrovia’s total FY 2019/20 operating budget is around $136 million (with a General Fund budget of nearly $43 million). During the past five years, Monrovia has been able to advance its status as a premier municipality with innovative programs like the City’s GoMonrovia mobility initiative; the development of the Station Square Transit Village which features around 2,000 units of high-density housing at the City’s Gold Line Station; the City’s Monrovia Renewal infrastructure initiative that will repair all failing streets and sidewalks in the entire community; and the CalPERS Response Plan (CPR) to stabilize unfunded accrued liability pension costs. The City also has multiple other large scale projects and initiatives in the works, and the City staff have been able to advance these multiple complex programs by focusing on building a workplace culture that values selflessness, hard work, and fun. Monrovia’s desired city manager is someone who understands the importance that humility plays in the provision of effective leadership; someone who values teamwork, and recognizes the critical importance of people in building a successful organization; someone who has a hands-on approach, with a deep and granular understanding of all facets of municipal operations; someone who is willing to take calculated risks, and only innovates to advance solutions to Monrovia-centric issues; someone who values consensus building and emphasizes community outreach; and someone who involves and creates a true partnership with the City Council in the decision making process. Also of note, as the 4th oldest incorporated city in Los Angeles County, Monrovia is a suburban community that embraces a unique urbanesque dynamic. That overall civic environment has provided a tremendous opportunity for prior administrators to demonstrate their municipal management ability, as previous Monrovia city managers have gone on to serve in a variety of higher profile roles, including deputy city manager of the City of Los Angeles, and city manager in the cities of Glendale, Burbank, Ontario, Santa Monica, and Huntington Beach, among others. The City desires a candidate with a Bachelor’s degree (Master’s preferred), and at least 5 years of senior level municipal executive management experience (with a strong preference for prior experience as a city manager). The salary range for this position is open and dependent on qualifications (the prior city manager’s salary was $19,282 / month), and the City also offers a highly competitive executive benefits package highlighted by a 2.7%@55 CalPERS retirement program for Classic CalPERS members.
