The Water and Sewer Authority of Cabarrus County (WSACC) in Concord, NC, seeks a Wastewater Operations Director (Director) to lead and direct the operations and maintenance of the Rocky River Regional Wastewater Treatment Plant (WWTP) and the Muddy Creek WWTP.

WSACC is an independent, incorporated, public body funded by user fees with no taxing authority and supports five jurisdictions in North Carolina: Cabarrus County, the Cities of Concord and Kannapolis, and the Towns of Harrisburg and Mount Pleasant. WSACC is the primary planning agent for water and sewer facilities. It provides wholesale wastewater transportation and treatment for its organizing jurisdictions and reservoir management for some or all of its jurisdictions. Additionally, WSACC may plan for the provision of wholesale water and may, when asked by its organizing jurisdictions, provide retail water and sewer service.
WSACC takes pride in its compliance. WSACC is ISO 14001 and ISO 45001 Environmental Health and Safety Management System Certified. Safety and Environmental Health are two critical areas of focus for the organization. One of the essential responsibilities of this Director will be to ensure high safety standards through compliance and accountability of detailed operational and safety procedures and regulatory agencies/standards while retaining the family working atmosphere at the WWTPs.

The Wastewater Operations Director demonstrates enthusiasm for joining an efficient NC Public Star organization committed to safety and excellence. This Director reports to the Executive Director and is responsible for maintenance/supervisory control and data acquisition (SCADA), operations, administration, laboratory, and pretreatment for the Rocky River Regional Wastewater Treatment Plant (26.5MGD) and Muddy Creek Wastewater Treatment Plant (0.3 MGD).

About the Organization:
WSACC was established and organized on April 8, 1992, by an agreement of the governing bodies of the Cities of Concord and Kannapolis, the Towns of Harrisburg and Mt. Pleasant, and the County of Cabarrus. The WSACC was created to operate and maintain a regional interceptor sewer system and the Rocky River Regional Wastewater Treatment Plant (RRRWWTP). WSACC is governed by a 9-member Board of Directors representing each jurisdiction. The organization’s $26M operating budget supports a team of 56 full-time and three part-time employees across the following departments: Administration, Engineering, Finance, and Operations.

WSACC currently operates and maintains the Rocky River WWTP (RRRWWTP), the Muddy Creek Wastewater Treatment Plant (MCWWTP), and the Coddle Creek Reservoir/Lake Howell. WSACC also operates and maintains approximately 139 miles of interceptor sewer lines, ranging in pipe sizes from 8 inches in diameter to 72 inches in diameter. About the Department and Position:
WSACC Operations department provides efficient and cost-effective management of WSACC’s wastewater facilities. WSACC facilities include Rocky River Regional Wastewater Treatment Plant, Muddy Creek Wastewater Treatment Plant, Coddle Creek Reservoir/Lake Howell, Lake Concord Reservoir, Laboratory, Interceptor Sewer Collection System, and Industrial Pretreatment. Facility Support Groups include WSACC Laboratory (Wastewater Laboratory Certification #0177; Drinking Water Laboratory Certification #37696) and WSACC Industrial Pretreatment.

WSACC’s Wastewater Operations Director oversees the WSACC Operations department and its 39 employees with five direct reports: Maintenance Manager, Wastewater Treatment Plant Operations Manager, Laboratory Supervisor, Environmental Health and Safety Compliance Manager, and Administrative/Accounting Specialist. The Director manages a budget of nearly $11M that and is committed to achieving the goal of the WSACC Operations Department daily and long-term - to operate the facilities within permit requirements safely, maximize the equipment's life and performance, and stay current with the latest technology while maintaining the most efficient use of funds.

This Director utilizes their experience applying applicable regulations and codes to enhance work unit processes and procedures. The Wastewater Operation Director identifies (and may resolve or make recommendations for) non-standard/more complex problems with devices and systems through inspection and maintenance or after system/equipment installation/failure.

Qualifications:
The following are required:
• Bachelor's degree in environmental science, biology, engineering, public administration, or related field and 3-5 years of extensive experience in water/wastewater engineering, operations and treatment processes, utilities construction and maintenance, project management, contract administration, budget administration, and supervisory experience, or an equivalent combination of education and experience.
• Possession of NC Grade IV Biological Water Pollution Control certification upon hire.
• Maintain the required continuing education credits for certification annually.
• Valid driver's license in the State of North Carolina.
• Note: This position must respond to urgent matters 24/7.

Preferred qualifications:
• More than five years of progressive wastewater treatment supervisory experience is preferred.
• Four to five years of Biological Nutrient Removal (BNR) system experience.
• Experience at a Grade IV municipal facility with a capacity of 10+ MGD.
