ICMA extends congratulations to long-time member Daniel W. Fitzpatrick, city manager, Englewood, NJ, who was selected for the Board of Examiners for the 2009 Malcolm Baldrige National Quality Award Program. The program was signed into law on August 20, 1987, and is the highest level of national recognition for performance excellence that a US organization can receive. The Award is named for Malcolm Baldrige, who served as Secretary of Commerce from 1981 until his tragic death in a rodeo accident in 1987. His managerial excellence contributed to long-term improvement in efficiency and effectiveness of government. The Baldrige Award is given by the President of the United States to businesses; manufacturing and service, small and large; and to education, health care and nonprofit organizations that apply and are judged to be outstanding. Those selected meet the highest standards of qualifications and peer recognition. All members of the board must take part in a preparation course based on the Baldrige Criteria for Performance Excellence as well as the scoring and evaluation process for the Baldrige Award. As an Examiner, Mr. Fitzpatrick is responsible for reviewing and evaluating applications submitted for the Award. Mr. Fitzpatrick says "I am honored to have the opportunity to enhance my knowledge of these standards while providing a service to my country by helping US organizations increase their effectiveness."

Kabul Trash Dump Is Transformed into a Pedestrian Walkway

For more than 30 years, the vacant expanse that stretched for more than a mile between the Maleqa Soraiia School for Girls and the Abo-Baker-e Sedique Mosque in the Wazir Abad section of Kabul's District IV served as a garbage dump for local families and businesses. Each day, hundreds of children had to walk through it to get to and from the school, and residents also had to cross it to reach the mosque. In May 2006, USAID and ICMA surveyed the scene and came up with detailed plans to convert much of the trash dump into a landscaped model street.
