ICMA was involved in Ecuador long before it launched a Resource Cities Program between the capital city of Quito and San Jose, California, where technical assistance was provided for building an economic development strategy that would enable Quito to meet challenges such as a new airport. 

ICMA developed a close working relationship with the Association of Ecuadoran Municipalities as well as the IULA Chapter in Ecuador, namely IULA/CELCADEL. Through programs such as the Forum for International Cooperation on Local Governments in Latin America and the Caribbean, ICMA has worked with IULA/CELCADEL to reach IULA members in the region with the goal of improving donor collaboration and strengthening technical assistance and training activities for local governments of the region.
