Mayor Dubey in Sacramento
Jabalpur is the third largest city in the State of Madhya Pradesh, with a population of approximately two million. At the time this partnership was created, Jabalpur, like many Indian cities, was plagued by urban problems such as inadequate service levels, coverage, organization, operation and financial constraints, which hindered the provision of basic urban services. The mayor of Jabalpur, believing that economic growth is tied to a city's ability to address service and operational issues, sought to address these challenges through effective mobilization and management of resources.
Based on ICMA's diagnostic, Sacramento County, California, was selected to partner with Jabalpur. Sacramento serves as the seat of government for both the state and county of California, and its Human Resources Agency (HRA) has a strong commitment to investing in and maintaining a highly skilled and well-trained workforce, making the HRA's expertise of particular value to Jabalpur.
Through the Resource Cities Program (the predecessor to the CityLinks Program) Jabalpur and Sacramento officials worked to improve traffic and solid waste management in the Indian city. Jabalpur worked with Sacramento to improve street intersections, pedestrian safety, and the overall road system. The team also developed improvements that decreased congestion and pollution while increasing safety for all users of the roadways. The partnership also explored the applicability of a number of techniques to achieve pedestrian safety. Finally, Sacramento County shared with Jabalpur staff traffic engineering methodologies and best practices, and identified cost effective measures for future efforts.
In the area of solid waste management, the partner cities established an environmentally friendly neighborhood in which the burning of roadside waste was eliminated and citizen participation in the collection and disposal process was increased.
