Savannah and Yogyakarta focused their partnership on public service management, particularly building permits, tourism development, and local revenue management with pilot projects in hotel/restaurant taxes and building permit fees. The fourth exchange took place November 2002. The purpose of this exchange was to redesign the permit process, the exploration of the feasibility of computerization for permitting, development of the draft tourism plan, facilitation of a participatory, multi-stakeholder visioning process for tourism development, and exploration of methods for improving revenue generation.
