Balikpapan - Houston Area Cities, TX (Resource Cities)

The Houston Area Governments’ Working Team of Houston and Balikpapan focused their partnership on providing technical assistance toward developing a community college for Balikpapan; improving citizen participation processes by increasing training opportunities; encouraging citizen involvement in governance; providing service opportunities for citizens; strengthening nongovernmental organizations (NGOs); providing technical assistance and information for the development of local government systems for municipal finance and budget processes; and providing opportunities for local government officials to increase their knowledge of governmental operations. The third exchange in October 2002 focused on citizen participation and continuing education. Plans were made to include holding a workshop on interregional coordination, making progress on the strategy for developing a continuing education facility, and encouraging public participation.
