Rayong - Portland, OR (Resource Cities)

At the time of the partnership between Rayong, Thailand, and Portland, Oregon, the Thai national government was in the midst of a major decentralization effort that would empower local communities to deal with a myriad of issues formerly reserved for the national government.

City of Rayong Mayor Suraphong Putanapiboon understood that the city faced new challenges that had two common denominators—they required sound and transparent financial management and greater citizen participation in the municipal government.

Portland had a reputation for excellent financial management and a strong tradition of citizen involvement. Tim Grewe, the city’s CAO and a past president of the Government Finance Officers’ Association, headed the Portland team.
