Ulaanbaatar - Bakersfield, CA (Resource Cities)

In 1991, Mongolia embarked on the initial phase of democratization. During this phase, the newly created democratic institutions were fostered and strengthened. The initial phase was completed and the national government must look to local government to assist with service delivery. Through the Resource Cities Program, the City of Ulaanbaatar was partnered with Bakersfield, California, to improve Ulaanbaatar’s ability to raise non-tax revenue and to enhance the budgetary and financial management systems of Ulaanbaatar.
