Zapotlanejo - Scottsdale, AZ (Resource Cities)

The partnership between Scottsdale and Zapotlanejo focused on water distribution, municipal financial management, and traffic congestion. The most pressing issue for Zapotlanejo was the distribution of water services to all its residents. Although Zapotlanejo’s system had the potential to supply water to all citizens, the service was unreliable in some areas. The partners tackled this problem by studying the efficiency of the distribution network and providing support in detecting and fixing leakage problems. The municipality developed a map to track such leaks and replace the type of water pipes for ones that would last longer. The map will also be useful in planning future capital improvements.

At the recommendation of the U.S. partners, Zapotlanejo began facilitating citizen access in revenue collection operations. For example, the municipality agreed to extend business hours for certain offices. Zapotlanejo is the only municipality in the State of Jalisco—and perhaps in all of Mexico—whose finance, public works, water, and civil registry offices are open from 9:00am to 6:00pm. Cashiers who collect payment for rights and fees (including traffic tickets), property taxes, and water service are now located in one office. The municipality also began to update property value assessments and to involve key departments in the development of the municipal budget. 

To alleviate traffic congestion, the municipality worked with an expert from Scottsdale to evaluate traffic patterns and parking downtown. The municipality also launched an education program targeted to school students and the general public. Young patrol units facilitated classes on traffic congestion and distributed a traffic safety brochure to the general public.
