Question

Does your organization have a Capital Improvement Project manual or documented process?

The City of Fort Lauderdale is working to create a manual for our Public Works department to outline the process for Capital Improvement Project management- from the design stage to project completion. Does your organization have a similar type of manual or document that outlines the process that should be used? If so, we would like to see it!

Please email the documents to ssaunders@fortlauderdale.gov or attach them as part of your response to this question. Any assistance would be greatly appreciated.

Thank you.

Hello Sarah,
I found a couple of resources that might interest you. It looks like most of our resources aim to involve citizens in the capital improvement process, in one way or another.

The City of Arvada and Garden City both have improvement processes utilizing citizen committees. This allows significant citizen input while maintaining focus on relevant improvement projects:

http://icma.org/en/icma/knowledge_network/documents/kn/Document/100221/Garden_Citys_Citizen_Based_Capital_Improvement_Planning_Process

The City of Monterey brought things down to the neighborhood level first to make sure that very local concerns could be voiced and fairly handled:

I hope these help!

Thank you, Gabriel. While these documents are very interesting, I am looking for information targetted specifically to a standard set of procedures for actually designing, constructing, and ultimately completing the capital improvement projects. Basically the steps that occur after a project is identified, approved and/or prioritized. I appreciate your assistance though and please let me know if you find anything else. Thanks!

Hi, Sarah.

I'm working with the City of Dallas researching best practices for project management for CIP. Hoping to improve on decisions made from the design to construction process.

I've found San Francisco's Manual for CIP to be helpful. PDF Download from Google Search:
P.M 2.01 SAN FRANCISCO PUBLIC UTILITIES COMMISSION. CAPITAL IMPROVEMENT PROGRAM. PROCEDURES MANUAL.

I would also be interested in learning of any information that you've come across.
