Cities that have changed form of government

I am formulating a Masters capstone paper around a comparison of forms of government based mainly on bond rating (fairly simplistic I know). If possible I would like to look at cities that have changed their government structure from Mayor-Council to Council-Manager and vice versa to see if bond ratings or fiscal policies changed at all in a period of about 5 years around the change. Anyway, I need to find 10-20 cities that have changed their government structure in the last decade and I was hoping that some of you out there would be able to throw out a few names to look at. I appreciate any assistance and welcome any suggestions. Thanks!

Richmond, VA 2005 CM to MC-CAO
Tuskeegee, AL 2005 MC to CM
El Paso, TX 2004 MC to CM
Clearlake, CA 2012 MC-CA (city administrator form) to CM
Nogales, AZ 2000 MC to CM
Oneonta, NY 2011 MC to CM
Stratford, CT (town) 2005 CM to MC
Spokane, WA 2001 CM to MC
Vernon Township, NJ 2010 CM to MC
New London, CT 2012 CM to MC (due to Kelo backlash)

I only track municipalities over 10,000 in population. Most dates refer to the charter vote, not implementation date.

What about San Diego, CA, and Colorado Springs, CO? Both switched from council-manager to strong mayor. And ICMA regularly reports on votes related to form of government. Isn't ICMA staff able to provide information?

I've been extreemly interested in this topic in the past and I think it's a great area of research that to my knowledge has not been done recently. I was going to conduct some reaserch of my own but became too busy. I'd love to get a copy of your findings!!

Cities in TN: Dandridge, Greeneville, Cleveland, and Portland went to Council-Manager. Hendersonville TN went from Council-Manager to Strong Mayor. This is not an all-inclusive list. Hope it will be helpful!

Snellville, GA went from Strong Mayor to Council-Manager in 2004.
