If applying for the position of Assistant to the City Manager for a community of 80,000 in the Midwest where the salary has not been specified in the advertisement, what would be the "going rate" be for someone with an MPA and three years of local government experience?

Many local governments post their salary schedule by title on their websites.

You might check the website of the league of cities/municipal association for the state in which the position is located. Many of them conduct annual salary surveys of the communities in their respective states; some post them for free; others allow only member access, however.
