Question

Library and Aquatic Center Service Delivery Alternatives

  0
Matthew McQuillen

Good afternoon,

Recently our City Council identified the public library and aquatic center as service areas where they would like to review service delivery alternatives. Over the next couple of months we will be going through a process with them to identify which services in each of these areas we will continue to provide. The second step will be to engage an outside consultant to review the services and provide recommendations on whether it is more feasible to maintain the services in-house, develop a public-private partnership or partner with a neighboring community for service.

I would be interested to hear of any other communities that have gone through a similar service review for either their public library or aquatic center(s). In addition, if you worked with a consultant to review those service areas I would be interested to know who you worked with?

Thanks,
Matt McQuillen

Hello Matt,
I've linked a couple of documents that might be of interest to you. The first is a report on negotiation with private providers for operation of pools. The second is a more general policy on how we approach service delivery evaluation citywide:

I suspect both may be tangentially related to what you need. Good luck and let me know if you need more.

Hi Matt. I just read a case study from Innisfil, ON on transforming the role of their public library. Might be a good contact for you. See attached.

No leads for you, sir, but it is an interesting question. Could you please keep us posted as the case develops and post any public documents which come out? Other recent ICMA questions and reports have looked at innovation in service delivery in these areas. Thank you!

Check out this ICMA report on how some local governments are using their public libraries in nontraditional ways to deliver services. The report features case studies of nine jurisdictions.
