Our City Council approves an annual budget. However, we are trying to lenghten that horizon to a multi-year budgeting framework because continuous improvement initiatives and projects often overlap a few years and require ressources in that time span. Here's an example.
On another spectrum, some governance advocate would say that the budget is a management tool and that Council should not approve it at all but provide guidelines and limits to what staff can and can't do. This provides flexibility for staff to do what needs to be done to reach council goals. However, it must be done with limits provided by council and it requires council to be clear with it's objectives.
