I am attempting to conduct a cost benefit analysis on having an in-house legal team vs. contracted city attorney from a law firm. I am curious about how other cities have made this decision, and what have been the pros and cons.

My guess is it would be based on the amount of work available/needed over the course of a year. The city of Santa Paula, CA recently ran a job ad for city attorney services so they might be able to speak about how they came to the decision to contract out.
