Current Average Length of Severance Compensation

The severance compensation in our community is defined (salary and housing allowance) in the City Charter and the length (three months) is fixed in the Charter as well. Within a few months, the City Council must appoint a Charter Review Committee, so I am gathering information for possible amendments. The current text was approved by voters in 1994, so I would like know if there is any data showing the average length of severance compensation for City Managers in recent years? Thanks!

ICMA’s 2011 Compensation Survey was sent to over 7,000 cities, counties and towns that have a Chief Appointed Officer (CAO) position. We heard back from 2556 local governments for a 36% response rate. Here is the key data on severance:
 Seventy-seven percent of respondents report that they are eligible for severance pay. Most commonly, severance is paid when termination is triggered by the employer. Interestingly, 20% of the managers responding who work in larger organizations (250,000-499,999) reported being able to collect severance if they left voluntarily.
 Eighty percent of managers have fixed not sliding scale severance pay. The average is 28 weeks of severance pay.
