Portland, OR, has been working on a number of zoning ordinances addressing small farms, and Durham, NC, allows chickens to be raised on residential property. ICMA and Michigan State University are conducting a survey on food security that looks at (among other things) policies/ordinances related to green roofs, edible landscaping, and keeping chickens, goats, bees, etc., in residential areas. The results will be available in late summer.
There is a relatively new "Food security"topic in the Knowledge Network at http://icma.org/en/icma/knowledge_network/topics/kn/topic/296/food_security
