For those of you who use internal service charges within your budget process: Does anyone have any creative suggestions as to how we get the Council to understand the necessity of the internal service charges for group costing?

Sandra - It would be worth a call to Concord and Sunnyvale CA and Bellevue WA. They all have very sophisticated performance based budgeting systems whereby all internal services charge for internal services (IT, Fleet, etc.) and have reporting systems for the CM and Council.
