Does anyone know of a rating system for objecitvelly assessing the effectiveness of code enforcement in a community? I'm looking for something similar to Keep America Beautiful's litter index.

Wayne - Concord and Sunnyvale, CA and Bellevue WA all have goals, objectives and performance indicators for every department including Code enforcement. Might be worth a call to each? Good luck, Pam Muse
