I am seeking some good effectiveness and efficiency measures for our Legislative Services Department.

The core services of this group are:
Ensuring compliance with legislation (City Clerk area)
Ensuring local legislation is sound and enforceable
Minimizing risk with respect to legal issues
Managing risk through insurance and security programs
Providing admin support to Council, the Mayor and Directors
Records management
Ensuring office equipment is in place and operational
Conducting census and elections
Ensuring compliance with legislation for the City's quasi-judicial boards

You need to take those broad "goals" and have folks agree on what constitutes success, then meaure the "rate of success" not just counts. Look to the ICMA performance measuremenst for some standard measures...

Compliance With Legislation - what does the legislation say?
Notices to be posted within 10 days = % posted in 10 days
Only 2 cats per house = # Houses/1000 houses cited for more than two cats. Etc....

Legislation Sound and Enforceable:
% or ordinances enacted last year legally challenged
% of citations upheld in court
% violations/1000 people observed
% of violations corrected, etc...

Risk - ICMA has standard measures....
1. Total Property Loss, Premiums, and Other Expenditures per $1,000 of Property Value at Risk
2. Expenditures for Liability Claims per Capita—Commercial General or Public Entity Liability
3. General Liability Claims Per 10,000 Population Served
4. Percentage of Commercial General/Public Entity Liability Claims That Proceeded to Litigation
5. Traffic Accidents per 100,000 Miles Driven—Law Enforcement Vehicles
6. Traffic Accidents per 100,000 Miles Driven— Light Vehicles I Light Vehicles II
7. Risk Management Training Hours per FTE: By risk management staff and total
8. Number of Workers’ Compensation Claims per 100 FTEs
9. Expenditures for Workers’ Compensation per $100 of Total Jurisdiction Salaries and Benefits
10. Number of Worker Days Lost per Claim
11. Number of Worker Days Lost to Injury per FTE
12. Internal Customers: Overall satisfaction
