Citizen Appointment to Monitor/Oversee Budget Prep

A Virginia locality is interested in learning if anyone has created a "taxpayer advocate" position, an appointed position (citizen) to monitor/oversee the staff as they go about the task of drawing up a budget. This position might include recommendations being made to the board on the budget.

I have used and am aware of others using a citizen Task Force on the Budget, but never a citizen advocate employee for the budget. I suppose this would be similar to the citizen ombudsman position some cities, but more narrow purpose. Not clear what this person would actually advocate and if they are staff, how the remain independent. I think a citizen Task Force would be more productive.
