Seeking managers who do not have supervisory authority over the police chief.

We are interested in hearing from managers who do not have supervisory responsibility of their police chiefs. Specifically we are trying to learn how common this is and what problems it creates. Further, who does the chief actually report to on a day to day basis? Any information you can offer will be helpful to our research.

A little late... Here in Hooksett, NH the Town Charter has the Police Chief reporting to a 3- member Police Commission that has significant authority over day to day operations.
