What states have no provisions whatsoever for direct democracy (at the county and municipal levels)? No initiative, referendum or recall provisions?

Hi Katherine,
According to the Initiative and Referendum Institute, there are 23 states without initiative or referendum provisions. (Check out http://www.iandrinstitute.org/statewide_i%26r.htm for the specific breakdown)
According to the National Conference of State Legislatures, there are 19 states that do not allow recall of state and/or local officials. (You can find the list of states that do allow recalls at these two links: http://www.ncsl.org/LegislaturesElections/ElectionsCampaigns/RecallofStateOfficials/tabid/16581/Default.aspx and http://www.ncsl.org/Default.aspx?TabId=16540).
Based on my research, the 12 states that offer no direct democracy provisions whatsoever are: Connecticut, Delaware, Hawaii, Indiana, Iowa, New York, North Carolina, Pennsylvania, South Carolina, Texas, Vermont, Virginia
