Kevin - in 1998 Oxnard, CA transfered management of performing arts venue from city to a nonprofit firm. Public Services Director Matthew Winegar was part of the transfer/agreement not sure he is still at the city?

I would be interested in the responses here, as well. The Town of Rocky Mount is developing a performance center in a former hardware store, but we are also interested in using Historic Property Rehabilitation Tax Credits to defray construction costs, which may require transfering control of the facility.
