Railroad Maintenance Contract

The City of Lake Oswego manages the maintenance of 6.3 miles of railroad track and right-of-way. I am looking for samples of a maintenance contract. My goal is to contract out the maintenance with a unit price, work order activated contract. Can anyone help?
