Managers Who Teach

Do you remember your best teachers? The ones with a story to tell? The ones who got you excited? This is a profession rich with stories, and one that can easily captivate the minds of students of public service. ICMA's Advisory Board on Graduate Education urges members to share their experience by serving as adjunct faculty at a local university. Use this group to ask questions, share ideas and resources, and discuss teaching what you know at the undergraduate or graduate level.

Open to anyone who teaches, wants to teach, has taught, or wants to discuss teaching!

I am a City Manager who is also an Adjunct Prof. who has taught Public Budgeting for a few years, but am now being shifted (at my request) to create a course that has been in the catalog for a number of years but not taught. The Course is PA515 Public Works Administration and the caltlog entry reads "A general overview of administrative practices in public works, including an evaluation of organizational practices, project management, and relationships to political processes. The course will consider actual problems in the administration of public works."

Is there anyone who has taught this or a similar Public Works class who could send me a syllabus and a recommended textbook? I was told that APWA has a good text but I cannot find it in the APWA bookstore. Any assistance or advice would be gratly appreciated.

In case anyone knows a student who is struggling with debt, and considering not going public service this might help:

The College Cost Reduction and Access Act of 2007 established a new public service loan forgiveness program. This program discharges any remaining debt after 10 years of full-time employment in public service.

503(c) orgs count as well.

From the FYI file, the University of Maine is considering eliminating its MPA program (among many other cost cutting measures) given budget shortfalls. The Maine state association is working with the university on alternatives to eliminating the program.

I teach three courses in the MPA program at the University of La Verne located in southern California. One core course, germane to all NASPAA accredited programs, is "Public Administration and Society". The other two are recurring electives in the "Governance" specialization. The first is "Economic Development Tools of Governance" and the other is "Managing Sustainable Communities". As a City Manager, consultant, and Vice President of a national development company, I have been teaching at the graduate level for nearly 15 years. If you are interested in seeing any of these just drop me a line.

I just posted the syllabus that I will be using for an MPA course at the University of NH-Manchester. It is not final and I expext to tweak it before the class begins in January. This is the first time for this course and I have ten signed up, so far. The staff said ther was demand. My thanks to others who have supplied their outlines and resources.
