An ongoing challenge for communities that are considering adoption of the council-manager form of government or that are launching an educational campaign to retain the form or establish a position of professional management is responding to the often-asked question: “Will it cost more to hire a professional city, town, or county manager?” To respond to this question, in April 2007, ICMA reached out to a cross-section of its members, asking them to describe how employing a highly qualified, appropriately educated professional manager saved money in the municipalities or counties in which they have worked. A number of members responded, and ICMA staff have compiled the information they provided in the chart linked below titled “How Professional Managers Save Local Governments Money.” For reader’s convenience, the chart is organized by the population of the responding member’s jurisdiction and also lists the state.
