The Westminster municipal code states that all residents must clear snow from public sidewalks surrounding their homes within 48 hours after a snowstorm. The City then found that many disabled and elderly residents could not comply with the ordinance because they were physically unable to move the snow nor had no one to help them. To help these residents, the City created the volunteer ran SnowBuster program that removed snow for disabled and elderly people.
