COO

ICMA, The International City / County Management Association, is seeking a passionate, mission-focused, seasoned, strategic leader to fill the position of Chief Operating Officer.  If you have the interest, passion and commitment for making a difference in the lives of those who make a difference in communities worldwide, consider ICMA, an employer of choice.

The Position:  The COO will partner with the Executive Director, and lead the leadership team comprised of the CFO, Directors of Membership & Professional Development, International Programs, US Programs, Human Resources, Marketing & Communications and IT.  The COO is responsible for developing, implementing and managing all operational aspects of the annual budget.  Candidates must have experience running a multi-faceted organization with diverse business lines. The COO will cultivate existing relationships with public and private funders. This individual should understand ICMA members’ needs and possess an entrepreneurial spirit. 

 The Qualifications:  Minimum BS/BA Degree (masters preferred) with 10 years of senior level local government management experience or senior level non-profit or association experience; Program Management and Budget development experience a must; Proven track record of leading a team of dynamic leaders.

Director Professional Development

The Director of Professional Development leads the team that provides all learning and professional development opportunities to ICMA members and other local government professionals worldwide.  Essential to the position, the Director is responsible for developing and implementing an effective business strategy to deliver an integrated, comprehensive array of professional development and learning opportunities to suit the needs of ICMA members and other local government professionals at each career stage. The Director has oversight and management responsibility for ICMA University, Leadership Development, ICMA Annual Conference, e-learning, webinars, and credentialing. The Director also serves as the resident expert in instructional design, learning styles, effective learning delivery, and trends and research in adult learning.

Director, Center for Performance Measurement

The Director leads ICMA’s Center for Performance Measurement, coordinating a small team that runs a large-scale data collection, synthesis and reporting program. As a significant business line of ICMA, the Director is responsible for developing and implementing a sound business plan, a sufficiently supportive business model to finance CPM’s operations, and effectively developing and directing staff resources to achieve measurable annual and long term goals.  The position requires frequent engagement and regular communication with ICMA members, staff in jurisdictions that participate in CPM, Center business partners, and the CPM Leadership Committee.  The Director also represents ICMA and the program before other organizations for education, training, and business development.

Analyst, ICMA Center for Performance Measurement

The ICMA Center for Performance Measurement seeks an individual that is comfortable working with large quantities of data and with an attention to detail to assist in the data collection, cleaning and reporting processes for the ICMA Center for Performance Measurement. 

Recruiter

ICMA, the premier organization of professional government leaders worldwide is seeking an experienced full-cycle Recruiter to handle domestic recruitment for the association.  Individual must be detail oriented, articulate and able to recruit candidates from a number of sources.  If you are an outgoing, energetic person who is able to keep up with a fast paced recruiting environment, consider ICMA.

 Candidate qualifications:  Bachelor’s Degree plus 5 years of prior recruitment experience in a mid-sized organization or equivalent combination of education and experience; Proven track record in creating staffing plans and sourcing diversity candidates; Association or Non-Profit experience a plus; certification in recruitment or HR a plus.

Senior Business and Proposal Development Manager

You will initiate, manage and contribute to general business development activities and the development of solicited and unsolicited proposals, expressions of interest, concept papers, etc. under directions of the Director of New Initiatives and working closely with Regional Directors.

Senior Governance Advisor

You will be responsibilities for effectively project management and business development, under the direction of the Afghanistan Programs Director. The Team is dedicated to guiding and supporting ICMA Field Project Managers and Staff through, inter alia, problem-solving, provision of management support services (finance, human resources, travel, security, procurement, contracting), provision of project technical advice and support, mobilization of long and short-term expertise, representation, and knowledge management.  The Team actively engages members of the Finance and Contracts Team and related ICMA resource groups to achieve best practices in project implementation and management, and to promote creative development of business opportunities.
