Through the Years: A Capsule History of the ICMA Code of Ethics, 1924–2009
Adopted the City Manager’s Code of Ethics at the Montréal Conference. File 
In the first amendment of the Code, a clear line was drawn between politics and administration, “. . . the manager is in no sense a political leader.” File 
Policy leadership role was strengthened. File 
The Code was changed to reflect broader membership and renamed the City Management Code of Ethics. File 
For the first time, guidelines were added to give members practical advice on investments, gifts, job commitment expectations, and election activities. Code renamed the ICMA Code of Ethics. File 
Code revised to eliminate all gender references in recognition of the growing importance of women in the profession. File 
Replaced “municipal” with “local government”. File 
Code amended to emphasize that political activities outside of the member’s service to a particular local government are restricted . . . The Board also revised guidelines about election campaign activities to be avoided. File

ICMA's 95th Annual Conference in Montréal

■ Following Dave Limardi’s conference opening session remarks, at the Sunday night Welcoming Reception, we will commemorate the 85th anniversary of the ICMA Code with a sweet treat, a celebratory cake!
■ Also at the Ask ICMA area of the Pavilion, a free-standing exhibit of the history of the ICMA Code of the Ethics will be on display.
Tuesday, Sept., 15
■ Members will be asked to reaffirm their commitment to the ICMA Code of ethics by adopting a resolution during the Annual Business Meeting.
