ICMA, the International City/County Management Association, advances professional local government worldwide. The organization’s mission is to create excellence in local governance by developing and fostering professional management to build sustainable communities that improve people’s lives.

ICMA’s Procurement Approval Process requires the organization to advertise on its website any Requests for Proposals (RFPs) or bid solicitations in excess of $25,000, and a list of those requests follows below.

Request for Proposal No. ICMAHO/ICMA Internal Operating Design Model/2024

The International City/County Management Association (ICMA) is looking for eligible Respondents to submit proposals to review the organization’s current state and its aspirations. The goal is to advise on appropriate internal operating models and work with key stakeholder groups within ICMA to design an operating model that supports the organization’s goals, strategy, and mission. ICMA expects to award a single award as a result of this solicitation.

The following questions have been submitted regarding the RFP. All responses provided are applicable to all parties interested in responding to the RFP.

Will all of the questions and related answers will be available? Not always, but often, all of the questions submitted by potential proposers are aggregated with the answers and sent out to everyone who received the RFP, or is posted on the website, so everyone has the opportunity to see the questions asked and answered.

Could we have more time to respond to the RFP?

As much as we would like to extend the submission deadline, we already have received several responses from individuals indicating their intentions of submitting a proposal for the RFP.

Some of the activities we will be conducting are more effective when done in person. What is ICMA’s ability to bring the leadership team together for these types of activities?

If you could provide more information regarding the number of such activities and the amount of time expected for each meeting (i.e., two separate meetings at 6 hours each meeting), we could provide you a more informed response.

What resources, if any, is ICMA committing to this work?

The response to this question is similar to the first. If you could be more specific about what type of resources to which you are referencing (i.e., funding, personnel, time, etc.), we could provide you a more informed response.

The RFP asks for specific hours of work per person and information on other projects. Would providing percentages of time spent by role (i.e., Project manager, supports staff, etc.) meet the requirement?

Yes, percentages of time will work.
